Billy joined CHS as Interim Executive Director in July 2026. His career has focused on the intersection of health care delivery systems and public policy, including managing international medical missions for Operation Smile, authoring key passages of the Affordable Care Act as Health Policy Counsel to the U.S. Senate Finance Committee, and advising health care organizations including the Commonwealth Fund, RWJF, Cleveland Clinic, Denver Health, Children’s Hospital Colorado, and the Colorado Health Foundation. He earned an A.B. from Dartmouth College and a J.D. from the University of Virginia School of Law.
Billy has written over 100 articles on health system reform in Health Affairs and other platforms, been quoted by the New York Times, Denver Post, Politico, and other news outlets, and keynoted national conferences including for the American Medical Association, Bank of America, and AcademyHealth. He is the Founder and Chair of Impact Health Policy Partners, a Washington-based strategic advisory firm, as well as a presence-based executive coach, certified mindfulness meditation teacher, and author of The Empty Path (New World Library 2026).
